A Bukavu, nonostante i ricorrenti messaggi dei “nuovi occupanti”, la situazione di insicurezza deplorata il mese scorso sembra aver raggiunto il suo culmine. È la popolazione che sta pagando a caro prezzo l'assenza dello Stato a tutti i livelli: l'assenza della polizia stradale, con l'immediata conseguenza di un disordine senza precedenti sulle principali arterie della città, la proliferazione di costruzioni non pianificate, l'evidente spoliazione dei beni dello Stato, la crescente dipendenza dal vicino Ruanda per i beni di prima necessità... la guerra sta assumendo un nuovo volto economico a vantaggio del Paese di origine della maggior parte dei nuovi occupanti.

Alcuni movimenti locali sembrano alzare timidamente la voce per denunciare l'inattività del nuovo regime di fronte ai vari mali che la popolazione deve affrontare: rapimenti, torture, minacce di morte... sembrano diventare una nuova arma del nemico.

Mentre l'M23 regna sovrano nel Nord Kivu, nel Sud Kivu deve affrontare quella che sembra una resistenza inaspettata da parte dei Wazalendo (“patrioti”, ndr). Anche se non hanno risorse sufficienti e non sono ben coordinati, i Wazalendo riescono comunque a impedire al nemico di avanzare. Nelle zone in cui il nemico non è ancora arrivato, i nostri confratelli riferiscono della presenza di un gran numero di Wazalendo che, per guadagnarsi da vivere, sono costretti a erigere barriere dove fanno pagare a tutti i passanti e tengono in ostaggio il resto della popolazione che non è ancora fuggita: “Jusqu’à quand, Seigneur…” ("Fino a quando, Signore ...", Salmo 13:2). In Bukavu, despite recurrent messages from the ‘new occupants’, the situation of insecurity deplored last month seems to have reached its peak. It is the population that is paying dearly for the absence of the State at all levels: the absence of traffic police, with the immediate consequence of unprecedented disorder on the city's main arteries, the proliferation of unplanned constructions, the obvious despoliation of state property, the increasing dependence on neighbouring Rwanda for basic necessities... the war is taking on a new economic face to the benefit of the country of origin of most of the new occupiers.

Some local movements seem to be timidly raising their voices to denounce the inactivity of the new regime when confronted with the various evils the population is facing: kidnappings, torture, death threats... seem to be becoming a new weapon of the enemy.

While the M23 reigns supreme in North Kivu, in South Kivu it faces what appears to be unexpected resistance from the Wazalendo (‘patriots’, ed). Although they do not have sufficient resources and are not well coordinated, the Wazalendo still manage to prevent the enemy from advancing. In areas where the enemy has not yet arrived, our confreres report the presence of a large number of Wazalendo who, in order to make a living, are forced to erect barriers where they charge all passers-by and hold hostage the rest of the population who have not yet fled: ‘Jusqu'à quand, Seigneur...’ (‘…How long, Lord…’, Psalm 13:2).
