Il 19 marzo 2022, Papa Francesco ha firmato una nuova Costituzione Apostolica sulla Curia Romana e il suo servizio alla Chiesa e al Mondo: Praedicate Evangelium. Questo Documento viene a completare il lavoro di riforma avviato nelle Congregazioni generali pre-Conclave 2013 e poi proseguito dal Consiglio dei cardinali (C 9). La riforma non è fine a se stessa, ma un mezzo per dare una forte testimonianza cristiana. La riforma serve per favorire una più efficace evangelizzazione; per promuovere un più fecondo spirito ecumenico; per incoraggiare un dialogo più costruttivo con tutti. Tra le novità più significative, il Dicastero per l’evangelizzazione frutto dell’accorpamento della Congregazione per l’evangelizzazione dei popoli e del Pontificio Consiglio per la promozione della nuova evangelizzazione. Il nuovo organismo prevede due sezioni, ciascuna delle quali è retta da un pro-prefetto, perché il dicastero è presieduto direttamente dal Papa. Nuovo anche il Dicastero per il servizio della carità chiamato anche Elemosineria apostolica. Si tratta di un’espressione speciale della misericordia che partendo dall’opzione per i poveri, i vulnerabili e gli esclusi, esercita in qualsiasi parte del mondo l’opera di carità e di aiuto verso di loro a nome del Papa, il quale nei casi di particolare indigenza o di altra necessità, dispone personalmente gli aiuti da destinare. Anche il Pontificium Consilium Pro Dialogo Inter Religiones di cui è sottosegretario il nostro confratello p. Paulin Batairwa Kubuya sx è diventato Dicastero.

On March 19th, 2022, Pope Francis signed Praedicate Evangelium, a new Apostolic Constitution concerning the Roman Curia and its service to the Church and the world. This Document completes the reform initiated in the pre-Conclave General Congregations of 2013 and then carried on by the Council of Cardinals (C 9). This is not a reform for its own sake but a means for a stronger Christian witness. It is meant to be conducive to a more efficacious evangelisation, to promote a more fruitful ecumenical spirit, and to encourage a more constructive dialogue with all. Among the most significant novelties is the Dicastery for Evangelisation, which results from the merging of the Congregation for the Evangelisation of Peoples and the Pontifical Council for Promoting the New Evangelization. The new entity entails two sections, each directed by a pro-Prefect, because this dicastery as a whole is presided over directly by the Pope. Another novelty is the Dicastery for the Ministry of Charity also called Elimosineria apostolica (Office of Papal Charities). This entity is intended as a special expression of mercy that, out of the option for the poor, the vulnerable and excluded all over the world, exercises the deeds of charity and assistance to these groups of people on behalf of the pope who, in particular cases of destitution or other necessities, personally arranges for the aids to be provided. Also the Pontificium Consilium Pro Dialogo Inter Religiones, whose undersecretary is our confrere Fr. Paulin Batairwa Kubuya s.x., has become a dicastery.
