Aucune raison éthique ou morale ne devrait justifier la suppression d’une vie humaine

Les attentats suicides à répétition qui surviennent ces derniers jours dans l’Extrême Nord du Cameroun et qui ont déjà occasionné de nombreuses pertes en vies humaines, sont à condamner avec force, détermination et courage d’où qu’ils viennent et quelques soient leurs auteurs.

En restant solidaires et compatissantes à l’égard des familles des victimes éprouvées, des communautés de la région de l’Extrême Nord et du peuple camerounais tout entier, les organisations membres du Réseau Service Civil pour la Paix (SCP) au Cameroun expriment leurs sincères condoléances à celles et ceux qui ont perdu des proches, amis et connaissances lors des meurtres par attentats perpétrés par des auteurs invisibles ayant décidé d’exploiter l’innocence et la naïveté des enfants pour orchestrer ces coups d’une lâcheté incroyable.

La gravité de tels actes ignobles dont les mobiles sont jusqu’ici inavoués, est de nature à semer définitivement et simultanément la peur, le doute et la psychose au sein des populations qui ne cherchent qu’à voir leurs conditions de vie s’améliorer par une gouvernance inclusive et participative à travers laquelle les richesses du pays seraient préservées durablement et utilisées avec équité pour le bien de tous et de chacun (e) indépendamment de son origine ethnique ou tribale, voire aussi de son appartenance religieuse ou doctrinale.

Une telle aspiration est donc aux antipodes de la violence criminelle qui se fonde de manière exclusive et impitoyable sur le plaisir de tuer et cherche à aboutir à la destruction de vies humaines, à la désolation et à l’exclusion et la haine de l’autre.

Face aux manipulations et actes de certains êtres humains dont nous sommes condamnés à être des frères et sœurs, au delà de nos différences idéologiques ou raciales et nos considérations sociales et culturelles, qui se consacrent au massacre de leurs semblables, il est plus qu’urgent de rappeler aux populations camerounaises, à la communauté nationale et internationale qu’aucune raison éthique ou morale ne devrait justifier la suppression d’une vie humaine.

Fort de ce principe et de la reconnaissance de notre appartenance à la commune humanité, le Réseau Service Civil pour la Paix (SCP) invite les populations à redoubler de vigilance et de maitrise de soi pour ne pas plonger dans l’amalgame, dans l’exclusion et la haine de l’autre du fait d’une insuffisante communication officielle. A ce titre, le Réseau Service Civil pour la Paix (SCP) :

  1. rappelle l’importance de la prise de conscience par toutes les couches sociales de l’existence d’une situation de crise et de la réalité d’une guerre contre un adversaire invisible. La nouvelle donne impose incontestablement des mesures spéciales et de nouveaux comportements auxquels il convient de s’habituer. Ignorer cette réalité serait manquer de soutien aux compatriotes se trouvant actuellement en première ligne de mire y compris l’armée dont l’incontournable mission de défense du territoire national contre les agressions multiformes a jusqu’ici été remplie avec bravoure et abnégation.
  2. implore la retenue et le respect dans le discours au sein et envers les populations. Le contenu des messages à communiquer devrait être exempt de discours de haine ou de stigmatisation sous quelque forme qu’elle soit. Tout en continuant de militer pour une société plus juste, et en dénonçant les structures de l’injustice, les citoyens devraient se garder d’exacerber les inquiétudes et les frustrations du peuple. Pour leur part, les dirigeants sont attendus sur le terrain de la mise en confiance du peuple et la prise en compte de leurs aspirations urgentes à travers un discours pragmatique, dénué de vains engagements et de propagande.
  3. attire l’attention de tou(te)s sur la nécessité de rester attentif et calme pour ne pas prêter le flanc à la moindre attitude qui puisse ébranler les fondements et les fondations de l'unité nationale. La culture citoyenne doit guider l’engagement de chacun(e) dans la lutte contre les actes terroristes et le terrorisme. Un tel engagement doit se fonder non pas sur des considérations ethno-religieuses ou politiciennes, encore moins sur une culture de l’exclusion, mais sur la construction d’une citoyenneté nationale et sous régionale appelant les dirigeants et les pays concernés par les attaques terroristes, à une relation inclusive basée sur la participation et la concertation avec leurs populations en vue d’une redéfinition des rapports de force. Il y a donc des efforts à déployer par les gouvernements pour que les comportements citoyens soient renforcés et que les valeurs de solidarité, de civilité et de civisme favorisent le développement du sentiment d’appartenance à une nation et à une sous région dont les richesses n’ont pas jusqu’ici suffisamment servi l’intérêt général.
  4. invite tous les Camerounais de bonne volonté à contribuer aux efforts non-violents pour résister à ces provocations insoutenables.
  5. demande au gouvernement camerounais et à tous les décideurs concernés de mettre un maximum d’efforts dans la réalisation du plan d’urgence et d’autres programmes avec pour objectif de booster la croissance économique de cette partie du pays et du Cameroun tout entier, en mettant un accent particulier sur l’éducation et l’emploi des jeunes.
  6. interpelle la communauté internationale sur son devoir de solidarité avec les communautés et les citoyens camerounais mis en danger par ces agissements barbares.
  7. invite toutes les organisations de la société civile à inclure dans leurs priorités des activités pour construire la paix, car pour nous « La paix croît de l’intérieur »
  8. suggère à toutes les communautés de foi, catholique, protestante, musulmane et traditionnelle de lancer chacun à son niveau une chaine de prière ou d’activités spirituelles pour soutenir les efforts communs

Le Réseau Service Civil pour la Paix (SCP) entend poursuivre l’observation des mutations et l’analyse du contexte pour engager ses membres dans des actions de prévention, d’éducation, de conscientisation et de formation pour promouvoir la résilience des populations et de nous tous face à cette réalité choquante et perturbante.

Par ailleurs, le Réseau Service Civil pour la Paix (SCP) qui est constitué de confessionnels et de laïcs de différentes confessions, se met en union de prière dans la diversité de leurs croyances, pour que l’humain soit recréé en ceux-là qui ont pris l’option d’ignorer leur propre humanité et d’être insensibles à toute souffrance humaine.

Position of the Civil Peace Service (SCP)[1]

Network following the bombings in far northern Cameroon

There can be no ethical or moral justification for the taking of a human life

The repeated suicide bombings in the far northern region of Cameroon in the past few days claimed much loss of human life, and should be condemned forcefully and with determination and courage, irrespective of their source or perpetrators.

By showing solidarity and compassion towards the families of the victims, the communities of the far northern region and the people of Cameroon as a whole, the member organisations of the Civil Peace Service (CPS) network in Cameroon express their sincere condolences to those who have lost close relatives, friends or acquaintances murdered in the bombings perpetrated by invisible hands who have decided to exploit the innocence and naivety of children to orchestrate these incredibly cowardly attacks.

The gravity of such horrendous acts, the motives behind which are not yet known, is such that it definitively and simultaneously spreads fear, doubt and psychosis in the population which only wants to see living conditions improve by means of inclusive and participatory governance through which the country’s wealth would be protected in the long term and used fairly for the good of all independently of tribal or ethnic origin, or even adherence to a religion or doctrine.

Such an aspiration is therefore at odds with the criminal violence that is based exclusively and pitilessly on the pleasure of killing and seeks to achieve the destruction of human life, desolation and the exclusion and hatred of the other.

Faced with the manipulations and acts of certain human beings whose brothers and sisters we are condemned to be, beyond our ideological or racial differences and our social and cultural considerations, who devote themselves to the massacre of their fellow humans, it is more urgent than ever to remind the population of Cameroon, the nation and the international community that there can be no ethical or moral justification for the taking of a human life.

On the strength of this principle and the recognition of our belonging to a common humanity, the Civil Peace Service (CPS) network invites the population to be doubly vigilant and to muster self-control to avoid treating everyone alike, exclusion and hatred of the other due to a lack of official communication. In this respect, the Civil Peace Service (CPS) Network:

  1. Recalls the importance of all the social strata becoming aware of the existence of a crisis situation and of the reality of a war against an invisible enemy. The new situation incontrovertibly imposes special measures and new behaviour patterns we shall have to get used to. Ignoring this reality would be to fail to support our compatriots who find themselves currently in the front line, including the army whose inescapable mission to defend the national territory against multiple forms of aggressions has up till now been full of bravery and selflessness.
  2. Implores discretion and respect in speeches within and towards the population. The contents of the messages to be communicated should be exempt of hate talk or stigmatisation in any form whatsoever. While continuing to campaign for a fairer society, and denouncing the pillars of injustice, the citizens should refrain from exacerbating the worries and frustrations of the people. For their part, the leaders are keenly awaited to reassure the people and take into account their urgent aspirations through pragmatic discourse devoid of vain commitments and propaganda.
  3. Draws everyone’s attention to the necessity of remaining attentive and calm to avoid leaving ourselves open to the slightest attitude that could shake the base and the foundations of national unity. Citizen culture must guide the commitment of all in the struggle against terrorist acts and terrorism. Such a commitment must not be based on ethnic or religious considerations, political manoeuvring or even less so on a culture of exclusion, but on the construction of a national and sub-regional citizenship calling the leaders and countries concerned by the terrorist attacks to an inclusive relation based on participation and consultation of the population with a view to redefining the power relations. Efforts must therefore be deployed by the governments to strengthen citizen behaviour and so that the values of solidarity, civility and good citizenship foster the emergence of the feeling of belonging to a nation and a sub-region whose wealth has up till now not sufficiently served the general interest.
  4. Invites all willing Cameroonians to contribute to the non-violent efforts to resist these unbearable provocations.
  5. Asks the government of Cameroon and all the decision-makers concerned to make their best efforts to carry out the emergency plan and other programmes with the aim of boosting economic growth in this part of the country and of the whole of Cameroon, placing particular emphasis on education and employment for young people.
  6. Challenges the international community about its duty to show solidarity with the communities and citizens of Cameroon who have been endangered by these barbaric acts.
  7. Invites all the civil society organisations to include peace building activities in their priorities, for we believe that “peace grows from within”.
  8. Suggests that all faith communities, Catholic, Protestant, Muslim and Traditional should each, on their own level, launch a prayer chain or spiritual activities to support the common efforts.

The Civil Peace Service (CPS) network intends to continue to observe the changes in the analysis of the context to engage its members in prevention, education, awareness raising and training actions to promote the resilience of the population and all of us facing this shocking, disturbing reality.

Furthermore, the Civil Peace Service (CPS) network, which consists of faith communities and lay persons, comes together to pray in the diversity of our beliefs, for humanity to be recreated in those who have taken the option to ignore their own humanity and to be oblivious to human suffering.
